Ordered 4 things:
Fried Onion Cake: Not good. "Old" tasting, and all dough.
Fried Rice: Tasteless. At least it wasn't greasy...but not great.
Mongolian Beef: Pretty good taste. Not bad.
Andy's special Chow Fun: Totally not fun. 99% greasy noodes, and not much else.
Bad Chinese Restaurant in SF?!?.
I never thought I'd say it, but I think I've found a genuinely bad chinese restaurant in the city. Andy's is bland, tasteless and more expensive than your average chinese place. The location makes it the only chinese place on upper polk/russian hill and I think that's how it manages to stick around. Restaurant has a terrible decor, though the servers are polite and fast.
Definitely not worth trying - leave it to the poor locals who have no other chinese options close by.

Food is really bad.
I ordered a takeout from this place today. The food was really bad.
We ordered spicy garlic chicken. In good chinese places this is prepared by sauting carefully smalls pieces of chicken in garlic sauce, but not here. The chicken pieces were way too big and chicken inside cold !!
The vegetarian rice was made by adding scrambled eggs and cold peas to white rice. This is by far the worst chinese food that I have had. My wife loves chinese food and she told me after having 3 bites that she will not be able to eat chinese food for 2 days now. We had trash all of it.
Dont waste your money.
Surprisingly good. While the ambiance leaves something to be disired (bright lights, no music), the food is amazing. Get take-out or delivery if you must, but give it a try. Every dish is loaded with tons of fresh vegetables, not too much oil, and wonderful seasoning. My favorites are the wonton soup (more goodies than broth), the combination kung pao, and the Hong Kong style noodles with prawns. One of the best Chinese restaurants in the Russian Hill/Pacific Heights/Cow Hollow area.
delivery. I have never eaten "in" at L&Y but, I am a frequent flyer and long time patron of the fast, accurate delivery service. The food is also consistently excellent for delivery, inexpensive chinese food. Most dishes are creative, loaded with what you ordered and not too greasey. Try the Vegatable wonton soup to start.
