The DPH is a gigantic bureaucracy. It does everything from rating the cleanliness of restaurants to providing surgical care for indigents. It does an adequate job.
Subdivisions of the DPH like the Department of Mental Health, (aka Community Behavioral Health Services), do a substantially poorer job, reflecting the DPH Director's lack of interest in mental health.
Oh, well. I suppose its worse in Mississippi.
