Built between 1933 and 1937, this fragrant park was one of the first projects commissioned by the Works Project Administration during the Great Depression. The focal point of this more than three-and-a-half-acre site is the terraced amphitheater facing the San Francisco skyline. More than 250 varieties and 3,000 rose bushes--a different color occupying each tier--engulf the concrete risers. The garden is most spectacular in May, when the roses are in full bloom.
